Policing the future, disrupting urban policy today. Predictive policing, smart city, and urban policy in Memphis (TN)

Significant resources and efforts have been devoted, especially in the USA, to develop predictive policing programs. Predictive is, at same time, one of drivers birth, ultimate material enactment of, anticipatory logics that are central smart city discourse. Quite surprisingly, however, critical analyses remained divorced from criminology police studies. To fill this gap, article sets out first critical, in-depth empirical discussion Blue CRUSH, a program developed Memphis (TN, USA), where its implementation intersects long-term austerity for urban policy. The article, first, shows there is no evidence CRUSH’s capacity prevent crime, thus adding skepticism over role as policy solution place. And, second, it argues that, rather than making crime matter technological solutions, shifts politics therein – short, contributes expansion into field time disrupts present work.
